Emergency Dispatch Question

Good Afternoon - My husband and I are considering this system. In terms of the emergency dispatch, what happens if our alarm goes off and the monitoring center cannot get a hold of either of us (i.e. cell phone is dead). Do they immediately call the police to dispatch someone to the home?
