Problem Setting Up Emergency Dispatch

I live in an area with very poor cell phone reception. Yesterday, when I set up my alarm system, it could not connect. I have now connected directly to my phone system, but despite several tests, it keeps saying 'no connection to dispatcher'. The phone has a dial tone and is set up correctly. What can I do to fix this? Thanks
